Comprehensive Minnesota 2024 National Delegate Selection Plan

 

Key Information/Dates for the National Delegate Selection:

The “first determining step” of the State’s delegate selection process occurred on March 5, 2024, with a primary.

Who is on the primary ballot?*

Joseph R. Biden Jr.,  Eban Cambridge, Gabriel Cornejo, Frankie Lozada, Jason Palmer, Armando “Mando” Perez-Serrato, Dean Phillips, Cenk Uygur, Marianne Williamson, Uncommitted

*Presidential candidates must have delivered a letter requesting ballot access to the DFL Chair to be received no later than 4:30 p.m. Central Standard Time on December 12, 2023.

Primary Results and Delegate Allocations

To qualify for at-large and PLEO delegates, candidates had to receive at least 15% of the vote statewide. Candidates had to receive at least 15% of the vote in a congressional district to qualify for district-level delegates from that district.

District-level Delegates (49 total)

  • First Congressional District: All 5 district-level delegates will be pledged to President Biden
  • Second Congressional District: 5 district-level delegates will be pledged to President Biden, 1 district-level delegate will be pledged to Uncommitted
  • Third Congressional District: All 7 district-level delegates will be pledged to President Biden
  • Fourth Congressional District: 6 district-level delegates will be pledged to President Biden, 2 district-level delegates will be pledged to Uncommitted
  • Fifth Congressional District: 6 district-delegates will be pledged to President Biden, 3 district-level delegates will be pledged to Uncommitted
  • Sixth Congressional District: All 5 district-level delegates will be pledged to President Biden
  • Seventh Congressional District: All 4 district-level delegates will be pledged to President Biden
  • Eighth Congressional District: All 5 district-level delegates will be pledged to President Biden

At-large Delegates (16 total)

  • 13 at-large delegates will be pledged to President Biden
  • 3 at-large delegates will be pledged to Uncommitted

Party Leader and Elected Official (PLEO) Delegates (10 total)

  • 8 at-large delegates will be pledged to President Biden
  • 2 at-large delegates will be pledged to Uncommitted

To qualify for at-large and PLEO delegates, candidates had to receive at least 15% of the vote statewide. Candidates had to receive at least 15% of the vote in a congressional district to qualify for district-level delegates from that district.

Minnesota uses a proportional representation system based on the results of the Primary in apportioning its delegates to the 2024 Democratic National Convention. In total, 92 delegates and 6 alternates from Minnesota are selected to go to the 2024 Democratic National Convention.

District Level Delegates: Congressional District meeting times and locations can be found on the DFL 2024 Conventions Google Sheet

PLEOs, At-Large Delegates, and At-Large Alternates: The MN State Convention will be held at the DECC in Duluth on May 31-June 2.

Those applying to be District-Level Delegates, At-Large Delegates, and At-Large Alternates must complete and submit the 2024 Democratic National Conventions Statement of Candidacy.

Selection of Standing Committee Members (For the Credentials, Platform and Rules Committees)

Standing committee members will be selected by the state’s National Convention delegates as summarized below:

  • Members Per Committee: 3
  • Total Members: 9
  • Selection Date Filing Requirements and Deadlines: June 2, 2024
  • If a presidential candidate has not filed a candidate waiver, the candidate or authorized representative shall file a list of standing committee candidates with the State DFL Chair at least thirty minutes prior to election. If a presidential candidate has filed a candidate waiver, individuals are nominated for standing committees at the time of the election by the National Delegates.
Selection of Delegation Chair and Convention Pages
  • The Delegation Chair shall be the State DFL Chair, which will be ratified by National Convention Delegates on June 2, 2024.
  • Four (4) Convention Pages will be selected by the State DFL Chair, in consultation with the members of the Democratic National Committee, on June 2, 2024.
Selection of Presidential Electors
  • The nominees for Minnesota DFL Presidential Elector and alternate Presidential Elector will be selected by the district conventions and the state convention.
  • Each of the eight Minnesota congressional district conventions will elect one (1) Elector and one (1) alternate Elector. Congressional district conventions will be held between May 4 and May 12, 2024.
  • Two (2) Electors and two (2) alternates will be selected by the State Convention May 31 – June 2, 2024.
